Here is my Jersey on using IT consultants.

YOU WANT THE SOLUTION OR WHAT?
New Rule: Development consulting services will be used for no more than 18 months, if at all, on DoIT approved SILO non-enterprise applications. You gotta problem with that?

For example, I know of a state department that has had consultants maintaining applications for the last 13 years! One at 140k per year.  Wouldn't the state's unemployed love to have a gig like that, huh? Consultants should never be used for maintenance; they should instead be used for new technologies and IT training. When I was with Oracle, they never let us have a consulting contract for more than 18 months max. It just takes a little political courage, that's all.
